The Declaration was preceded and prepared by long and painstaking work of several Commissions: two diocesan Commissions and a Commission of the Bishops´ Conference of former Yugoslavia had worked for seven years. Based on these studies, the Bishops´ Conference, published the following Declaration at its meeting in Zadar on April 11, 1991:
The bishops, from the very beginning, have been following the events of Medjugorje through the Bishop of the diocese (Mostar), the Bishop's Commission and the Commission of the Bishops Conference of Yugoslavia on Medjugorje.
On the basis of the investigations so far it cannot be affirmed that one is dealing with supernatural apparitions and revelations.
However, the numerous gatherings of the faithful from different parts of the world, who come to Medjugorje, prompted both by motives of belief and various other motives, require the attention and pastoral care in the first place of the diocesan bishop and with him of the other bishops also, so that in Medjugorje and in everything connected with it a healthy devotion to the Blessed Virgin Mary may be promoted in accordance with the teaching of the Church.
For this purpose the bishops will issue especially suitable liturgical-pastoral directives. Likewise, through their Commission they will continue to keep up with and investigate the entire event in Medjugorje.

Your faith and trust in the Heavenly Father are fragrant roses which you offer to me—the most beautiful bouquets of roses which consist of your prayers, acts of mercy and of love. Apostles of my love, you who sincerely and with a pure heart strive to follow my Son, you who sincerely love Him, you help; you be an example to those who have not yet come to know the love of my Son—but, my children, not only with words but also with acts and pure feelings through which you glorify the Heavenly Father. Apostles of my love, it is a time of vigilance, and of you I am asking for love, that you not judge—anyone. Because the Heavenly Father will judge everyone. I am asking that you love, that you convey the truth; because truth is old, it is not new, it is eternal, it is truth. It testifies to God’s eternity. Bring the light of my Son and keep breaking the darkness which all the more wants to seize you. Do not be afraid. Through the grace and the love of my Son, I am with you. Thank you."

The Las Vegas Medjugorje Information Center has renewed the importance of praying the Medjugorje Peace Chaplet. The following is the history of how it came to be given to us by our Holy Mother, Queen of Peace, from the beginning of her presence in Medjugorje. We invite you to pray it with us and to offer it for Our Lady's intentions, for our own conversion, to help Our Lady fulfill God's plan through Medjugorje in bringing peace to the whole world.
THE STORY. On the third day of the apparitions, June 26, 1981, coming down Mt. Podbrdo, Our Lady gave the call to peace for the first time with the words, however, only to Marija saying, "Peace, peace, peace and only peace." Behind her, Marija saw a cross. Our Lady repeated, in tears, "Peace must reign between man and God, and between men!
Our Lady gave us Her name. "I am the Queen of Peace." The first important message for all of us is the invitation to peace and reconciliation. Jesus speaks to us a great deal of this very peace when he said: "Peace I leave with you; my peace I give to you. Not as the world gives do I give to you. Do not let your heart be troubled, or be afraid." (John 14:27)
In the beginning, Our Lady Queen of Peace started the visionaries off quite simply; she invited everyone to pray every day a minimum of 7 Our Father's, 7 Hail Mary's, 7 Glory Be's & The Creed.
According to the late Father Slavko, a psychotherapist and multilinguist, (he was sent to Medjugorje to assess the situation of the visionaries and help the pilgrims), people from the little hamlet told him that starting with the Peace Chaplet and then, when Our Lady called for the whole Rosary, they found it effortless. In fact it was easy to pray all the prayers that Our Lady had called them with their heart. In addition, in her “school”, she taught them to go to monthly confession so as to be able to approach Communion, to read the bible every day by placing it in a visible place to remind and encourage them: "Dear children! Today I call on you to read the Bible every day in your home and let it be a visible place so as always to encourage you to read it and to pray. Thank you for having responded to my call." (October 18, 1984)
Fr. Slavko spoke a great deal on the importance of the Creed, and explained, saying, "Our Lady wants us to abandon ourselves totally to The Lord. Our hearts belong to the Lord, so we may lose nothing and receive everything. He explains, "This is the same as when Our Lady invited us to pray the Creed in the beginning. 'I BELIEVE' means to give with one's heart, to entrust oneself to someone, to give oneself up to someone. All these events require us to give ourselves up totally, for us to give our hand to Our Lady, the Mother who calls us to peace each day. He stressed the importance of reciting the Creed every day, to pray it with the heart, to enter into this prayer "... which means to commit oneself to God - I give you my life today, at every moment, in every difficulty, in my suffering, in my work, in my study; I know who I belong to. This is the Creed." He continues..."She calls us to the whole Rosary, the reading of the Bible. She then asks for fasting twice a week and monthly confession". (Fr. Slavko Barbaric, August 22, 1985).
The main Medjugorje message is Peace. Quoting Reverend Slavko Barbaric, "The most important message in Medjugorje is the presence of Our Lady there. A new spirit of prayer, of penance, of faith and also of reconciliation, of peace. It is not in who speaks, who the visionaries are and how they live, but what really counts is the message, the fulfillment of the message. The message is for us all, peace and reconciliation" "...This is an invitation to spread the messages given in Medjugorje, according to that which Our Lady has said several times, "Your task is to accept Divine peace, to live it and to spread it".
It has been 30 years and 5 months that Our Lady is leading us, not just us personally, but the whole world to the right path to peace. For this reason Our Lady invites us to prayer. Heaven is speaking. Heaven is inviting us. Heaven has descended upon Earth. Since 1981, Our Lady has incessantly been calling us to help Her to bring peace to this world.
She tells us we can do this quite clearly by prayer and fasting. The fact that she is still here with us is a "GREAT GRACE and GIFT" from God to us. Father Slavko often repeated in his teachings... "That Our Lady is making us responsible for peace, and that we must allow ourselves to be made responsible. And we are all in great need of this very peace - individuals, families, the Church and the whole world..." The Peace Chaplet is a great place to start at any time, wherever we find ourselves. The Peace Chaplet is so important that in Medjugorje, since the beginning, they pray it every evening right after the Holy Mass, where the faithful are called to kneel and recite this prayer and is prayed for the intentions of Our Lady. What is the intention of Our Holy Mother? Our Lady calls us to peace and reconciliation.
May Peace reign in your hearts, in your families and in the world with that Gift of Faith that only God can give us. The Gospa of Medjugorje, Queen of Peace, is Our Mother who is concerned with our salvation. Pray, pray, pray with your heart.
[NOTE] On the first death anniversary of Fr. Slavko Barbaric (November 24, 2001), on the place where he gave his soul into the hands of the Lord, a memorial was erected: Fr. Slavko’s relief in bronze encrusted in stone on Cross Mountain. Between two stations of the cross, it will remain as a sign and a memorial of a man who said what he thought and who did what he said, following the Gospel and the messages of the Mother of the Word Incarnate, the Queen of Peace.

It is important to Our Blessed Mother, she loves her prayer groups; we have experienced this in our prayer group as she guides and leads us.
Visionary Ivan has had a prayer group for many years now. His prayer groups began in 1982. "Prayer groups", Ivan said, "...are a protection from the triumph of Satan ..."In Medjugorje he meets twice a week with his prayer group and sometimes even more. When our small group stayed in his home in Medjugorje this Aug/Sept, besides the two days he regularly meets, he had a special meeting one night with his group. It made me realize more the importance of prayer groups and the intense desire our Spiritual Director Monsignor Ben has for more and more prayer groups to form.
In 1983, our Blessed Mother called for a special prayer group through Jelena Vasilj, locutionist. She said to her "I wish for a prayer group...I will guide this group and later, when I say so, other groups can be formed in the world. This was a very special prayer group for sanctification.
Some messages from Our Blessed Mother on prayer groups. "All people should be part of a prayer group" - "...Every parish should have a prayer group" ..."I would like to recommend that all my priests start a prayer group with the youth and teach them, giving them good advice."
Below through Marija Pavlovic Luniti, monthly messages to the world where Our Lady gave these two messages on the importance of forming prayer groups:
September 25, 2000: "Dear children! Today I call you to open yourselves to prayer. May prayer become joy for you. Renew prayer in your families and form prayer groups. In this way, you will experience joy in prayer and togetherness. All those who pray and are members of prayer groups are open to God’s will in their hearts and joyfully witness God’s love. I am with you, I carry all of you in my heart and I bless you with my motherly blessing. Thank you for having responded to my call."
Message of June 25, 2004: "Dear children! Also today, joy is in my heart. I desire to thank you for making my plan realizable. Each of you is important, therefore, little children, pray and rejoice with me for every heart that has converted and become an instrument of peace in the world. Prayer groups are powerful, and through them I can see, little children, that the Holy Spirit is at work in the world. Thank you for having responded to my call.
I would like to share this blessed experience with you. On February 22, 1988 Monsignor Franzinelli, myself, along with a group from Las Vegas, traveled on pilgrimage to Medjugorje where we were blessed to have stayed in the home of Locutionist Jelena and her family. One morning, as we were having breakfast, we were told that Jelena had received a message for our group from Our Blessed Mother, Queen of Peace. To be acknowledged in that manner was for us, personally, very humbling: "Dear Children, Don't be afraid! Pray and seek the Will of God. Pray! Only in that way will you know the way of God. I bless you". It is the words "My children...do not be afraid...I bless you", that have stayed with us to this day! This message came to our group after Monsignor already had a prayer group formed and now in reflection on this for me personally I felt it was Our Lady's way of saying to us to continue in this way..."seek the will of God. Pray! Only in that way will you know the way of God. I bless you." Prayer groups as She has said is a sure way and one that She loves very much.
IMPORTANCE OF PRAYING FOR THE MEDJUGORJE VISIONARIES … Vicka, Mirjana, Ivanka, Maria, Ivan and Jokov

The Medjugorje visionaries indeed have a great gift and grace but with it comes equally a great task and responsibility before them!!! It is difficult to grasp the extraordinary gift that is being given to them from God - that Our Blessed Mother, Queen of Peace would be appearing to them for over 28 years and continuing!!! Just simply unimaginable! All of them, whenever you hear them speak, will relate to us that they themselves do not know why they were chosen. It is a question that hunts them daily. They are simple, humble human beings and like us, subject to the same weaknesses that we each face. However, because they have been chosen as visionaries and messengers, it is of the utmost importance that we keep them daily in our prayers to help them in the enormous task set before them and the many trials they have already faced and continue to face. Many times when asked if they have special graces to make them holy that we do not have, their answer is NO. Having the great grace and gift to see Our Lady does not exempt them from working out their salvation as we do; they are the same in this. There are no extra graces for them; they have to do it in an ordinary way as we do. Let us thank God for them and ask Him to send His Holy Angels to watch over them. Protect them from the wiles of Satan so that they can continue to relay to the world the heavenly messages entrusted to them and to fulfill their mission.
According to visionary Mirjana: it was early in the beginning that Satan appeared to her. “… Mirjana related an apparition she had in 1982, which we believe sheds some light on some aspects of Church history. She spoke of an apparition in which Satan appeared to her and asked Mirjana to renounce the Madonna and follow him. That way she could be happy in love and in life. He said that following the Virgin, on the contrary, would only lead to suffering. Mirjana rejected him, and immediately the Virgin arrived and Satan disappeared. Then the Blessed Virgin gave her the following message in substance:”
"Excuse me for this, but you must realize that Satan exists. One day he appeared before the throne of God and asked permission to submit the Church to a period of trial. God gave him permission to try the Church for one century. This century is under the power of the devil; but when the secrets confided to you come to pass, his power will be destroyed. Even now he is beginning to lose his power and has become aggressive. He is destroying marriages, creating divisions among priests and is responsible for obsessions and murder. You must protect yourselves against these things through fasting and prayer, especially community prayer. Carry blessed objects with you. Put them in your house, and restore the use of holy water."
According to certain Catholic experts who have studied these apparitions, this message of Mirjana may shed light on the vision Pope Leo XIII had. According to them, it was after having had an apocalyptic vision of the future of the Church that Leo XIII introduced the prayer to Saint Michael which priests used to recite after Mass up to the time of the Second Vatican Council. These experts say that the century of trials foreseen by Leo XIII is about to end.
Our Blessed Mother throughout all these years has continually warned us with many messages concerning Satan at how he wants to destroy Her plans by attacking the Parish of St. James and the visionaries.
January 14, 1985 (Monday) “My dear children! Satan is so strong and with all his might wants to disturb my plans which I have begun with you. You pray, just pray and don’t stop for a minute! I will pray to my Son for the realization of all the plans I have begun. Be patient and constant in your prayers. And don’t let Satan discourage you. He is working hard in the world. Be on your guard” (Message conveyed by Vicka from Our Lady).
By making a conscious decision to pray in a special way for the visionaries, we also are helping our Lady that Her plans may be realized! Once, Our Lady showed Vicka a girl who was in prayer for Vicka. Our Lady told her this girl was faithful in praying for her protection. This shows us how Our Lady views the importance of praying for them.
August 25, 1991 “Dear Children! Today also I invite you to prayer, now as never before when my plan has begun to be realized. Satan is strong and wants to sweep away my plans of peace and joy and make you think that my Son is not strong in His decisions. Therefore, I call all of you, dear children, to pray and fast still more firmly. I invite you to self-renunciation for nine days so that, with your help, everything that I desire to realize through the secrets I begun in Fatima, may be fulfilled. I call you, dear children, to now grasp the importance of my coming and the seriousness of the situation. I want to save all souls and present them to God. Therefore, let us pray that everything I have begun be fully realized. Thank you for having responded to my call.”
Just by these three very important messages one can see that the roll of the visionaries is so great. More than ever let us pray for them!!! Almighty God has given them a great grace, and with it comes a great responsibility. Our Blessed Mother Queen of Peace chose them to help her to accomplish God's Will for us, for the world and for the Church in this time of GREAT GRACE we are now living through!! Let us help them daily by our special prayers for their perseverance and protection. Our Lady has said many times that we do not grasp, understand or comprehend the seriousness of her messages that she is giving us through her angels as she sometimes liked to address them in the beginning of the apparitions.
Dear God, Almighty Father and Blessed Trinity. United with Our Blessed Mother Queen of Peace, all the Saints and Angels in Heaven, Our Holy Father and all the faithful… Today and everyday help us to remember the importance to praying for the Medjugorje visionaries. Thank you for them, bless, protect and guard them from the evil one and every evil influence and that they may persevere in this great task that You have asked of them. Amen!!!

"The Office of the Holy See, at noon on the Feast of Corpus Christi announced the following news: On this day, the 31st of May, 2018, the Holy See has appointed Henrik Hoser, SAC, the retired Archbishop of Warsaw-Prague (Poland) as Apostolic Visitor with a special role for the parish of Medjugorje for an indefinite time, and ad nutum Sanctae Sedis [with the approval of the Holy See]. At the specific request of the Holy See, his appointment is for pastoral ministry, a continuation of the mission of the Special Envoy of the Holy See for the Parish of Medjugorje, entrusted to Mgr. Hoser on February 11, 2017, and which he completed in the previous months. The purpose of the mission of the Apostolic Visitor is to provide a firm and permanent accompaniment of the parish community in Medjugorje and the faithful who come on pilgrimage here, whose needs require special attention ... AND then on On July 26, the Feast Day of St. James the Apostle, patron of the Church in Medjugorje, Archbishop Hoser shared after the Holy Mass on the grounds of the old Church these words: "We Medjugorje have a great responsibility for the whole world.
